Official Rules

Everyone involved with this Competition must comply fully with the conditions and procedures laid out in these official rules (the “Official Rules” or “Rules”). The Sponsor notes that these Official Rules shall govern the Competition. To the extent that there are differences in language between these Official Rules and the Instructions provided above, the Terms of these Official Rules shall control.

By entering the Competition all participants agree that they have read, and are legally bound by the Rules and further acknowledge and agree that these Rules are a legally binding contract between them and the Sponsor. Failure to adhere to these rules will lead to disqualification from the Competition.

No purchase or entry fee is required to participate or to win a prize in this Competition.  This Competition is void where prohibited by law.


The Sponsor of this Competition is Rock Ventures LLC, a Michigan limited liability company located at 1074 Woodward Avenue, Detroit, Michigan.  Rock Ventures LLC is an umbrella entity managing a diverse portfolio of companies, investments and real estate.  Rock Ventures’ flagship is Quicken Loans, the nation’s largest online home lender and third largest overall residential mortgage lender.


The Competition is open to any person who has reached the age of majority in the jurisdiction in which they reside (see note regarding minors below), and who register for the Competition (“Eligible Entrant(s)”).

Important Note Regarding Minors: The Sponsors will not accept Entries from any person who has not reached the age of majority in the jurisdiction in which they reside.  But the Sponsor will accept Entries from the Parents or Legal Guardian, who are themselves eligible, on behalf of their minor child.  The registration instructions include a check box for Parents entering on behalf of their minor children.

Important Note to “Group Entrants”:  Groups, legal entities, teams and/or any other multi-person unit (“Groups”) are invited to enter to Competition but such Groups must submit their Entry in the name of a single Eligible Entrant who will accept any prize on behalf of that Group.  By submitting an Entry on behalf of a Group, the person making such submission agrees that he/she is authorized by his/her Group to make a submission and that he/she will be responsible for distributing any Prize among the Group members. The Sponsor accepts no responsibility for the distribution of Prizes to anyone other than the individual Eligible Entrant that submits the Entry.

Ineligible Persons:  The following persons are ineligible to participate: The administrator of the contest (the “Contest Administrator”), Jurors, the immediate family members of the Contest Administrator or jurors (defined as parents, siblings, and children of jurors), and the firms, partners, and professional associates of the Contest Administrator or jurors including but not limited to employees and interns  and/or volunteers.  If it is determined that an Entrant is in any material way related to the Contest Administrator or a juror, that Entrant’s Entry will not be eligible for recognition of an award.

Rock Ventures family of companies team members may enter the Competition but MUST designate Family of Company team member status in their registration form. Failure to do so will result in disqualification.

Note to Rock Venture Family of Companies Entrants:  Rock Ventures Family of Companies Entrants will be juried by the same panel for a separate recognition but are ineligible to receive any Prize or Award.

How to Enter/Registration/Entry/Deadlines:

There is no entry fee for the Competition.  Persons wishing to enter the Competition must first register as specified below. After successful registration, an Eligible Entrant may submit an Entry. The official language of this Competition is English. All communications and/or questions must be in English. The following are the Registration requirements:

Registration/Deadline for Registration:  All Eligible Entrants wishing to participate in the Competition must first register. All registrations must be received by the Sponsor no later than April 30, 2013. Registration must be completed via the Competition website at:

At the time of registration, each Eligible Entrant will be assigned a unique identification number and will be provided with confirmation of registration.  At that time complete guidelines and addition resources will be made available to registrants.

Entry/Deadline for Entry/ Requirements:

In order to be considered by the Jury, Eligible Entrants who have registered shall submit an “Entry.”  All Entries must be received by the Sponsor no later than 5:00 p.m. Eastern Time (“ET”) on May 31, 2013.

An Entry shall consist of one 30” x 40” (0.762 x 1.016 meters) presentation board, with the 40” side oriented horizontally. Standard sheets of foam core should be used. The board should have a maximum thickness of .25” (6.35 mm) and weigh no more than 5 pounds (6.8 kilograms). The board must lie flat against an easel or wall, and may not include anything that projects more than .5” (12.7mm) from the surface. For international participants, please use standard presentation board materials that are as similar as possible in dimensions as described above.  Please refer to the Q & A section if you are unfamiliar with requested presentation materials.

Entrants may submit any drawings and text that they feel appropriately represent their proposal, but these must reflect the Competition’s objects (see “Objectives” in the “Overview”) and conform to the submission requirements as described in the preceding paragraph.

An Entry shall document clearly and concisely the Entrant’s approach to the project. Ideas about the form, organization, materials, site planning, and design direction of “Redesigning Detroit: A New Vision for an Iconic Site” should be included. Any verbal description must be included on the presentation side of the board and incorporated into the graphic layout of the concept.

An Entry should be easily understood by a lay audience. Some members of the Competition jury may not be familiar with architectural drawings and symbols. Further, Opportunity Detroit intends to host a community vote and display the entries in a public exhibition.

No models will be accepted. However photographs or computer renderings of models may be incorporated into an Entry.

The sponsors of this Competition will vigorously protect the integrity of the jury process. Entrants must not communicate with the jury about the Competition in any way until a public announcement of the winners is made. The Competition advisor, whose decision is final, will disqualify any Entrant or juror found in active violation of this rule immediately.  In order to protect the integrity of the selection process, all Entries must be submitted without any marks, logos, insignia, or writing that identify their authorship.

Eligible Entrants should affix an opaque envelope to the rear of each Competition board. Sealed inside this envelope must be a copy of the registration confirmation and Entry Form. Both the envelope and the rear of the presentation board must be labeled only with the Entrant’s identification number (which will be assigned upon registration).

The Competition Advisor and Sponsor reserve the right, in their sole discretion, to disqualify any Entrant that does not comply with the Entry requirements specified herein.  The Competition Advisor may invalidate any entries that: arrive after the deadline, or are incomplete in any significant fashion; or contain any visual or written material on the display surfaces of the Entry that in any way identifies the author to the jury.

Entrants may submit as many Entries as they desire. However, a separate registration confirmation must be submitted with each Entry and each Entry must be accompanied by a separate and complete Entry Form.

Eligible Entrants are solely responsible for ensuring their Entry arrives on time. The Sponsor will reject Entries that violate the stated time limits or other rules as stated herein.  The Sponsor strongly recommends that all Entries be submitted early to avoid a last minute rush or technical issues that may arise.  The sponsor recommends that Entrants contract with a shipping or delivery service that guarantees delivery and provides a tracking number.

The Sponsor is not responsible for any Entries that do not arrive on time, or arrive in a condition that, in the Sponsor’s sole discretion, renders them unsuitable for display.

Questions and Answers:

Eligible Entrants may seek clarification of the information presented in these Instructions or the Official Rules by submitting questions to the Sponsor. No questions may be addressed to the Jury.  The official language of this Competition is English. All communications and/or questions must be in English. Questions should be sent via email to:

Questions may be emailed at any time before May 17, 2013. Questions will be answered in the order they are received in a timely fashion. All questions received by May 13, 2013 will be answered no later than May 17, 2013. Any questions received after May 13, 2013 will not be answered.

Any changes to this document resulting from answers to the questions will become part of these Official Rules. All questions, answers, and resulting program clarifications will be posted and available to all registrants on the Competition website and will be accessible to all Entrants through May 31.  Entrants should check the website on a regular basis.

Jury/Jury Process:

The Sponsor shall appoint a panel of jurors to review Entries, apply the Competition criteria as specified in these Official Rules and, in cooperation with the Sponsor, select Winners.

Jurors shall assess the Entries from eligible Entrants and, in their sole discretion, determine winners. Jurors will base their judgment on their own experience and expertise, the work submitted by the Entrants, the information contained in the Competition document, and any questions and answers that arise during the judging process. Each juror will examine every submission with equal consideration.  No partner, associate, or employee of any jury member or the Competition Advisor may participate in the Competition, nor may any jury member compete in association with, advise, or assist an Entrant in any way.

Jurors who cannot attend all meetings of the jury may be replaced by an alternate selected by the Competition Advisor and the Sponsor in their sole discretion. The Competition Advisor will observe jury meetings to ensure impartial enforcement of the Competition’s regulations and intentions. Representatives of the sponsor may also attend jury meetings as observers. If the jury deadlocks, the Competition advisor will cast the tie-breaking vote.

The criteria applied by the Jury shall include:

  • Originality of the proposal’s design vision
  • Responsiveness of the Entry to the Competition’s objectives
  • Responsiveness of the Entry to the site and its context
  • Quality and clarity of presentation materials included with the Entry
  • Responsiveness of the Entry to these instructions

Prizes and Awards:

The jury will award a total of three (3) cash prizes (“Prizes”) as follows:

  • First Prize: $15,000
  • Second Prize: $5,000
  • Third Prize: $2,500

The jury will also issue no more than ten (10) “honorable mention” citations.  Honorable Mention citations will not include a cash prize. Honorable Mention recipients should consider their award strictly as recognition of excellent work in this Competition.

This is an “Ideas Competition” only. Opportunity Detroit does not intend to award contracts for design services as a result of this Competition.

Employees of Rock Ventures family of companies team members are not eligible for any of the awards listed herein.

Payment of Taxes/Fees Associated with Prize:

All Prizes are subject to verification by the Sponsor. Any costs associated with accepting or redeeming a monetary Prize, including taxes, government surcharges, fees or expenses will be the responsibility of the Entrant/Prize Winner.  The Sponsor shall withhold a portion of any monetary prize to a Canadian Winner for the payment of taxes in accordance with Canadian law.  Any unclaimed award will be forfeited by the winner and will remain the property of the Sponsor.  No Prize will be awarded to any person, whether eligible or not, in any jurisdiction where this Competition is prohibited.


Certain Entries, selected by the Sponsor in its sole discretion, including all the Prize winners and recipients of honorable mention citations will be exhibited in June, 2013 (the “Exhibition”). The Exhibition will take place in downtown Detroit and will be open to the public.

Selection of a Community Favorite (No Prize Awarded):

Members of the community will be invited to review those Entries selected for the Exhibition and to vote for the Entry of their choice.  The design receiving the most votes from the community will be known as the “Community Favorite.”  There will be no monetary prize awarded to the Community Favorite. The vote of the community will be reported but will have no influence on the Competition jury process and will take place after the official jury is concluded. The community vote will not change the deliberation or decision of the jury or any prizes awarded. Entries chosen by community vote will be recognized as part of the exhibition summary alongside juried awards and may be released to local media outlets. 

Ownership and Copyright:

All Competition materials become the property of the Competition sponsor and will not be returned.  All submission boards and other physical materials submitted to the Competition may be retained for archival purposes, exhibition or publication (see Exhibition).  All work submitted must be the Entrant’s original work and not include any third party intellectual property. It is the Entrant’s sole responsibility to ensure that the work submitted does not infringe upon the intellectual property rights of any third party, including, but not limited to copyright, trademark, trade secret, patent and design rights (collectively, “Intellectual Property Rights”).

The sponsor reserves the right to utilize submission images in any exhibition, publication or promotional materials with every effort made to properly and accurately credit the appropriate Entrant.

General Provisions:

Any Entrant who fails to observe the provisions in these rules will be declared ineligible and the jury shall be so informed by the Competition advisor. The sponsor’s decision in respect to any such disqualification shall be final and binding on all parties and are not required to notify contestant or provide an explanation for their decision.

If, for any reason, the Sponsor finds that the Competition has become corrupted by entrants, fraud, technical failures, or any other causes, which corruption in the Sponsor’s sole opinion, affects the administration, security, fairness, integrity or proper conduct of the Competition, or the granting of a Prize, the Sponsor reserves the right, in its sole discretion to disqualify any individual implicated in such action and/or to cancel, terminate, modify, or suspend the Competition or any portion thereof and to conduct the Competition in a manner that is fair and equitable as determined in the Sponsor’s sole discretion.

The jury, by a majority vote, has the sole authority and responsibility, in its discretion, to recommend winners at the end of the Competition. Any questions or disputes concerning the construction, validity, interpretation of the rules, or the rights or obligations of the jurors, the Sponsor, or the Entrants in connection with the rules, their enforceability, or interpretation, will be resolved by the Competition Advisor in consultation with the sponsor and all decisions shall final and not subject to dispute or protest in any judicial or administrative forum.

Limitation of Liability/Arbitration:

No liability or responsibility is assumed by the Sponsor resulting from a participant’s participation or attempt to participate in the Competition.  Sponsor is not responsible for any errors in these Official Rules, the Competition Instructional Materials, or the Competition websites. As a condition of participation in the Competition, Eligible Entrants agree: A) to release Sponsor and all of Sponsor’s affiliates, officers, directors, members, managers, employees and agents from any and all liability, loss or damage incurred with respect to participation in this Competition and/or the awarding, receipt, possession, and/or use of a Prize; B) that under no circumstances will an Entrant be permitted to obtain awards for, and participant hereby waives all rights to claim, punitive, incidental, consequential, or any other damages, other than actual out-of-pocket expenses; and C) that all causes of action arising out of, or connected with this Competition, or any Prize awarded shall be resolved without resort to any form of class action.
